THE MODERATOR'S MESSAGE

I have the privilege of serving the seventh Pilgrim congregation estab- lished in the Old Plymouth Colony. This wonderful history is ever-present around us here on Cape Cod, and we note that 1 995 will be the 375th anni- versary of the Mayflowers' landing, first at Provincetown, at the tip of Cape Cod, and then a month later at Plymouth Rock and what was then to be called Plymouth.

With this back drop of remembering a very early part of our historical roots, we also come to a somewhat signifi- cant milestone in the life of our National Association of Congregational Christian Churches. This is our 40th anniversary year. Forty is not so many when compared to three hundred and seventy five, but it is signifi- cant to we who have struggled to keep the Pilgrim ideals of religious freedom alive, in the face of counter pressures and an erstwhile merger mania.

Forty is an often used number in the scriptures that indicates a complete time of blessing or trial. If a king of Israel reigned forty years it was seen as proof of God's approval. It is the period of years that Israel spent in the Wilderness before entering the "Promised Land." Then, as they were poised to enter into Canaan, Joshua charged God's people to "be strong and of good courage." (Thrice repeated in Joshua 1:1-7). We take this as our theme for our 40th anniversary celebration.

"Be strong and of good courage" is a forward-looking call for faith and perseverance. Forty sometimes difficult years are soon to be concluded, but we are now stronger, wiser, and poised to enter into a greater future. We celebrate the past and the lessons learned therein, but faith in our destiny, our God, and in "the freedom by which Christ has set us free," constrains us to chart a steady course of advancement for our Congre- gational way of Christian witness and freedom.

In 1955 when the Pilgrim dream was in some jeopardy, this Association was given birth in order to provide a place for churches and people who wished to continue in the Congregational way. They happened to be in Detroit when these 20th century Pilgrims took courage and said "no" to any form of ecclesiastical hierarchy. So now, come and join us as we revisit these recent roots; as we come of age; and as we set a course for another 40 years, which will bring us into a new century and millennium.

We would like to see every one of our 400 plus churches somehow rep- resented at the Detroit meeting. I will do my part to make that goal a possibility for even the smallest of our churches. One thousand strong in Detroit - that's our attendance goal. Your faith will make that happen. I promise you a wonderful time of inspiration, learning, friendship, enter- tainment, excitement, good humor and a great Christian fellowship. The Host Committee, the 40th Anniversary Celebration subcommittee, the Program Committee and myself are going all out to make your invest- ment of time very much worthwhile. We are going to celebrate!

This light of faith, freedom and fellowship cannot be extinguished except by our own neglect or self-doubt. There is still more light to break forth - do you believe it?

THE EXECUTIVE SECRETARY'S MESSAGE

'The Challenge of Fellowship"

We need to emphasize the impor- tance of interchurch fellowship to the Congregational Way. However, we hardly have time to spend working at our church. So, where do we find the extra time to fellowship with other churches, particularly those outside our geographical area?

What does fellowship really mean as the 20th Century draws to an end? The miles that separate us can be overcome more easily than in the past. Improvements in communica- tions and technology enable us to be far more effective in extending the hand of fellowship to others. The National Association was formed both to encourage fellowship and make it more effective. Our primary job is to facilitate fellowship between and among our member churches. We need to share ideas, successes, and even failures.

Congregational churches are not independent churches, they are free churches joined in fellowship with one another to strengthen their effec- tiveness. How is this accomplished? Like so many other things in life, we only get out what we put in. The National Association, as listed in this Yearbook, is composed of many volunteers and a small paid staff in Oak Creek. Without any hierarchal structure, the work done by these volun- teers determines the effectiveness of the Congregational Way.

I hope those reading this Yearbook message will make a commitment during our 40th Anniversary Year to expand your fellowship with other Congregational churches. Take an idea from someone else and incorpo- rate it in your church. Review the services the National Association offers and use them. If we do not offer a service your church needs, ask for it.

The members of our churches determine, individually and collectively, how much the National Association means to them and their church. We want to earn your support. Let us work together during this coming year to redefine fellowship! We can be "a beacon upon a hill for all to see," or "a smoldering ember." The choice is ours and the time is now.

BUILDING AND LOAN FUND (A Division)

The Building and Loan Fund was originally incorporated in April, 1 959 (without stock and not for profit). In March, 1962, the incorporated Fund was dissolved and its assets were transferred to the Corporation for the Association, with the Building and Loan Fund becoming a Division of the Corporation.

Its purpose is to promote, encourage, assist, and - in any manner - aid the establishment, building, remodeling, maintenance, repair, location and/or relocation of Congregational Christian Churches which are members of - or affiliated with - the Association. It seeks and encourages contributions so that it may extend assistance to an increasing number of Churches. The chairman of this Division is appointed by the Executive Committee.

CONGREGATIONAL CHURCH DEVELOPMENT

(A Division)

A statement of purpose for the Congregational Church Development Division appears in the Bylaws of the Corporation for the National Association as follows:

"To serve as the Agency of the National Association of Congregational Christian Churches in encouraging and supporting the organization and development of new Congregational Christian Churches by such methods and in such locations as the Division may determine appropriate after due study and survey; including response to the inquiries of self-generating groups which may request counsel and support from the National Association for such a purpose."

The Division has the power to accept, accumulate, and expend funds designated for the above purposes, all funds being held in the name of the Corporation for the Association. It elects its own officers, and reports semi-annually to the Executive Committee sitting as the Board of Directors of the Corporation. It also is involved in the promotion and administration of the Ten Dollar Plus Club.

CONGREGATIONAL FOUNDATION FOR

THEOLOGICAL STUDIES

(A Division)

The Congregational Foundation for Theological Studies was established in 1961 as a response to the concern many people were expressing for where the churches were to find ministers whose commitment, training and preparation fitted them uniquely for service to these churches of the Congregational Way.

It represents an unusual approach to theological education designed to serve the special requirements of our diverse Congregational fellowship in which no single theological or social viewpoint can represent all of the churches.

CFTS is, as the name denotes, a Foundation which provides financial aid in the form of grants and scholarships and thereby places a fine theological education within the reach of all potential Congregational ministers. It also seeks to enrich each student's program academically by providing a directed study in Congregational History and Polity and by providing annual seminars on topics related to ministry in the Congregational churches. To provide experience in the practice of ministry, each student is required to serve an internship in an approved NACCC teaching church. By giving equal emphasis to the financial, the academic and the practical portions of the program, the Congregational Foundation for Theological Studies provides unusually fine preparation for ministry in Congregational churches of our Association.

To continue its mission and to assure the future of the Congregational min- istry, the Foundation depends on the member churches of the Association to:

Provide regular financial support;

Identify talented and committed men and women, and to challenge them to give serious consideration to the Congregational ministry as a vocation;

Provide practical work experiences in Congregational churches for CFTS interns.

DIVISION FOR MINISTRY

The chief concern of this Division is for the Congregational ministry in its variety of forms. Through the office of the Staff Secretary for Pastoral Relations, support and aid are offered search committees as they seek ministers for churches of the Association, and consultation is offered to churches and ministers seeking to resolve problems and conflicts. The Office of Pastoral Relations also maintains current files of records and profiles for each Association member church, and credentials and professional dossiers for ministers. In addition, the Division for Ministry acts as the agent for the Congregational churches for the endorsement of military, Veterans Administration, hospital and prison chaplains.

The Division also administers several special funds:

The Ministerial Assistance/Enrichment Fund provides emergency financial assistance to ministers, both active and retired. Also, financial support is offered for a variety of continuing education opportunities. With resources of this fund, the Ministers' Convocation is planned and presented by the Division Board.

The Retired Ministers' Fund was established by the Rev. Dr. Max Strang, a long-time Congregational minister, and Mr. Fred Hoerner, a Congregational layman, to recognize the value of the service rendered by retired Congregational ministers and their spouses. This fund has been supported generously by the churches of the Association and now provides an annual stipend to all retired ministers who have served NACCC churches.

The Winthrop Administration Fund was established in 1987 by the Division Board to provide for the cost of administering the programs and services of the Division. As the Winthrop Fund endowment grows, the income from it will reduce, and perhaps someday eliminate, the dependence of the Division on the Association's Fund for Shared Ministries.

MISSIONARY SOCIETY (A Division)

The mandate for missions comes first from Scripture, which says "Therefore go and make disciples of all nations, baptizing them in the name of the Father and the Son and the Holy Spirit..." (Matthew 28:19-20). The tradition of Congregational churches' involvement in Christian missions began in the colonial period and is as long and faithful as any in American history. Your Missionary Society is working to build an even deeper commitment to this ministry of outreach in the churches of our Association.

The present Missionary Society was established in 1954, and in 1961 became a Division of the Corporation for the National Association of Congregational Christian Churches. The statement of purpose for the Missionary Society appears in the Bylaws of the Corporation, as follows:

"To serve as the missionary agent of the churches of the National Association, and of such churches as desire its service; to receive, manage, and distribute such funds and properties as may be entrusted to it according to the expressed wishes of the donors, or in the absence of such designation, by vote of the division; to counsel with such Churches as call upon it in the area of their missionary concern: and generally to stimulate the spreading of the Gospel of Jesus Christ by such means as are in keeping with the basic principle of the Congregational Christian Churches. .."

Volunteer board members serve this Division and its worldwide concerns. Funds received are disbursed through the Treasury of the National Association of Congregational Christian Churches. Gifts are faithfully administered according to the wishes of the donors. Working in cooperation with its Executive Staff person, the Missionary Society monitors all selected projects so that individuals and churches in our Association may have confidence that their contributions are used with integrity and for purposes which are in valid support of Christian missions.

The Missionary Society strives to select projects that are distinctively Christian and distinctively Congregational. Currently, missionaries in twelve countries are receiving our support. Aid is given to churches and other mission projects in the United States, some of which are cross-cultural in nature. Overall, this program of Christian missions is becoming more holistic, ministering to the needs of the whole person; including the spiritual, the physical, and the relational. All supported missions are under regular review and evaluation. The needs are genuine, and the projects are worthy of prayerful and generous support.

COMMISSIONS OF THE NATIONAL

ASSOCIATION

Functions of the Commissions

Association Commissions are extended subcommittees of the Executive Committee. They are charged with responsibilities in specific areas of concern such as Christian Education, Communications, Family Life in the Church, Spiritual Resources, Women, World Christian Relations, and Youth.

Executive Committee designates a liaison representative to each Commission. Commission members are nominated by the Executive Committee and from the floor of the Annual Meeting. They are elected by Association delegates gathered at the Annual Meeting. A full term is four years, with one-fourth of a Commission membership changing each year. Following consultation with each Commission, the Executive Committee appoints respective chairmen.

Commissions are granted considerable autonomy in carrying out their responsibilities. They report all actions promptly to the Executive Committee. Some of these recommendations require further action by the Association at its Annual Meeting. In that case, they are reviewed by the Executive Committee, and its recommendations, in turn, are submitted at the Annual Meeting.

Records of enabling resolutions, which originally brought certain Commissions into existence, are not available. It has been necessary, therefore, to draft a current statement of activities based on actual practice, thereby providing information to the membership of the Association.

Subject to availability of funds, Commissions may meet twice a year- during the fall or winter months and immediately before the Annual Meeting of the Association. Seminars and exhibits are planned by many of the Commissions in conjunction with the Annual Meeting.

COMMISSION ON CHRISTIAN EDUCATION

The Commission on Christian Education was organized in 1957 to assist churches with their Christian Education programs and to help implement the progress of the Congregational Way.

The Commission works to fulfill Christian Education needs at the local, regional, and national levels. Its services include, but are not limited to, the development and maintenance of heritage materials, guidance in curriculum selection, teacher training programs, and regional workshops. This work is accomplished with a continued awareness of changing priorities in religious education and with an emphasis on the Congregational Way of Faith, Freedom, and Fellowship.

SPIRITUAL RESOURCES COMMISSION

The Spiritual Resources Committee was raised to Commission status at the 1967 Annual Meeting, and given the following charge:

The Spiritual Resources Commission shall be charged with the responsibility of encouraging and increasing the knowledge and love of God in both personal and corporate devotions, and of witnessing in the world to Christ and His Gospel.

The Spiritual Resources Commission undergirds the spiritual aspects of the National Association and acts as a continuing stimulus to the devotional life of the churches. This work is carried on by volunteers, sharing their perspective of God's love and experience of Christian community with one another.

The World Christian Relations Committee was brought into being at the Annual Meeting held in Minneapolis in 1962. It was given full Commission status at the Annual Meeting held in Wichita in 1964.

The Association has charged the Commission as follows:

"...The World Christian Relations Commission shall be charged with the responsibility for making effective witness to the Congregational Way in this country and around the world. This charge shall include, but not be limited to, initiating, implementing, sustaining and improving relations with all other established religious bodies in a spirit of fellowship. COMMISSION ON YOUTH

It is the purpose of the Commission on Youth to offer youth program resources and support to assist member churches in providing opportunities for growth in the understanding of Christian life principles, for the development of a sense of responsible freedom, and for serving the cause of Christ through fellowship and service. The Commission does not seek to provide a total program for the local church youth, rather, it seeks to support these groups and extend specific help when it is requested. In accordance with this aim, the Commission engages in the continuing development of resource material for use by the churches.

Further, the Commission seeks to provide opportunities for inter-group fellowship among young people through the National Association of Pilgrim Fellowship and the Heritage of Pilgrim Endeavor (see below). An Annual Assembly for NAPF and HOPE is held each summer in conjunction with the Annual Meeting of the Association. The Assembly is an opportunity for sharing, growing, and learning for the youth of our churches.

Opportunities for service, which might otherwise be unavailable, are afforded through the Work Camps and Pilgrimages sponsored by the Commission. These special programs are available to the high school and college age young people of all Association churches. Other projects, in this country and overseas, are sponsored as needs and opportunities arise.

The purpose of the National Association of Pilgrim Fellowship is:

"To promote a free Christian way of life among the youth of our country; to unite all Congregational young people in worship, fellowship and service; to develop the spritual qualities and leadership of youth; to convey our ideas to the world in Christian action."

Activities of the NAPF are directed by national officers elected at the Annual Meeting. As a part of the program of the Commission on Youth,the NAPF operates under the Commission with the assistance of Co-Directors appointed by the Commission. HERITAGE OF PILGRIM ENDEAVOR

HOPE is an active fellowship of young Congregationalists who have been graduated from high school and who wish to continue their ties with the Association. It operates under the guidance of the Youth Commission and has two Co-Directors appointed by the Commission. The objectives of HOPE are threefold:

1. To promote and nurture continued fellowship for Congregational young people who have been graduated from high school.

2. To assist such young adults to become informed, creative, and active participants within thier local church.

3. To develop enthusiastic and dedicated leadership for various levels of service within the National Association.
